This policy paper should be read in conjunction with the ICOMIA Marinas Group (IMG) recommendation on Marina Lease Tenders (June,2018). 

Concessions/leases are often for terms greater than 25 years and in many cases allow for renewal, with the existing concessionaire/lessee for a new term, often with some capital investment requirement. In other cases, renewal at the end of the term may not be guaranteed or defined. Where available, the renewal of concessions/leases is typically informal and industry operates with no certainty. Without long term concessions/leases, a lack of certainty has created difficulties for the industry to attract and retain investment capital. There are sound commercial and public policy justifications for providing a formal basis for the renewal of marina concessions/leases within existing concessionaires/lessees. 

To ensure continued investment by the concession holder/lessee over the lease period which results in maintaining modernisation, upgrading, attractiveness and ongoing safe operations, the initial lease terms should be a minimum of 40 years with the ability to extend the lease based on a 
formula in the lease tied to capital expenditure and improvements. Criteria should be set forth within standard concessions/leases for the assessment of the performance of the lessee during the existing lease as well as renewal term in the form of benchmarks for capital investments to ensure the objective of ongoing improvement of infrastructure, operations and public desires are delivered.

ICOMIA’s Marine Industry Association (MIA) members have provided a snapshot overview of their industry for the past 6 months - 1 July 2018 to 31 December 2018 - compared to the same period of the previous year - 1 July 2017 to 31 December 2017. 

Although no quantifiable data is gathered; the survey acts as a barometer to indicate recent economic trends in the global recreational boating industry as well as the general outlook for the coming year. 

The ICOMIA Half Year Trend Report is issued annually and is available to download, for free.

ICOMIA Standard 51 – 18: Acceptance Criteria Guidelines for the Finish and Appearance for Super Yacht Coatings. This follows on from past documentation on acceptance criteria for coatings, including ISO 11347. This brand-new document takes a novel approach to the development of acceptance criteria: rather than providing ‘Pass/Fail’ values it will instead serve as a structured guide to assist contractual parties in constructing their own project specific, fit-for-purpose acceptance criteria document. This document takes a high-level approach to the development of acceptance criteria: instead of providing ‘Pass/Fail’ values, it will not include reference to values. It is purely a guideline for companies/contractual parties/consultants on how to create their own acceptance criteria – offering a technical 'Aide-mémoire'. The Acceptance Criteria Guidelines for the Finish and Appearance for Super Yacht Coatings is designed to allow the creation of mutually-agreed, project-specific criteria, and should be used in the pre-contract stage. Paint criteria parameters and Pass/Fail values may consider any of the following client requirements: materials, products to be used, equipment, processes, timelines, application facilities and specific paint system variables. In each case, the 2018 ICOMIA guidelines provide a methodology for determining appropriate values for each requirement. Annex I offers a template for paint acceptance criteria.
