Brazil is a country with a long coastline. In its almost 8,000km of maritime coast are included a large number of municipalities which register expressive social, and economical differences among them. Overpopulated cities such as Recife in Pernambuco, Salvador in Bahia, Rio de Janeiro in the State of same name and Santos in Sao Paulo, all of them with intensive activities, along with small urban concentrations, politically independent, as Angra dos Reis, and Guarjua, which are essentially dependent on nautical tourism. Up to 1991, the lack of some specific laws, oriented to the environmental aspects of the use of coastal terrains determined many reactions every time that a marina project was submitted for approval, with significant delays and rejections mainly because there weren`t clear definitions about the range of the responsibility of the different authorities involved. As a result the investors have gone to other fields.
