The Sport Fishing and Boating Safety Act of 1998 requires the development of a comprehensive national assessment of recreational boat access needs and facilities to be completed in cooperation with states, as well as individual state access needs assessments. This is a pressing need, as changes in the nature of boating among America’s 13 million registered boaters are precipitating new demands on the adequacy, number, location and quality of facilities providing access to recreational waters for all sizes of boats. The co-authors of this paper, respectively representing the U.S. Fish and Wildlife Service and the States Organization for Boating Access, discuss the complexities of developing a uniform methodology for surveying access needs that can be utilized by federal and state governments.
