Design & Construction of Marinas for Mitigation Against Hurricane Damage Complete mitigation for marina design against the most severe hurricane disaster is a difficult goal to attain, but attention to engineering design and details can reduce the amount of damage and mitigate the damage that does occur. Marinas provide facilities for smaller boats, including facilities for berthing, power, water, repair, and communications. The marinas discussed here are strictly facilities for smaller vessels, not ocean-going ships. (Note: Even in large ports and harbors, with seaport bulkheads and piers which can take the loads from a Category 3 hurricane on the Saffir-Simpson Hurricane Scale, the ships themselves cannot take the wind and wave forces- During hurricane alerts in South Florida, ocean-going freighters and cruise ships are required to go out to sea.)
